Local School Council

Welcome to the Skinner Local School Council

Please join us! The Skinner West - Classical, Fine Arts and Technology School Local School Council (LSC) hold their regular meetings on the third Tuesday of every month at 6:00 PM at the school. These meetings are open to everyone. The Skinner West LSC welcomes and encourages the participation of parents, community members, teachers and neighbors.

You can contact any LSC member to request an item be placed on the LSC Meeting agenda. You can also attend meetings and speak at the open forum at every regular meeting.

The Skinner West LSC encourages parents, teachers and community members to participate by serving on committees that work to improve school life.

The Principal is the chief executive officer (CEO) of the school whose primary responsibility is implementing the decisions and the day-to-day operations of the school. The LSC is in essence the Board of Directors.

The LSC is an elected body whose primary responsibilities are:

  • Evaluate the performance of the school principal, survey parents and conduct an annual review with the principal

  • Renew the principal’s four-year contract or hire a new principal at the end of the contract term or when a vacancy occurs

  • Approve or ask for amendments to the expenditure plan prepared by the school principal

  • Establish committees to carry out ongoing functions required of the LSC, including a School Improvement Planning Committee (SIP Committee) to develop and monitor the  two year stream-lined Continuous Improvement Work Plan (CIWP)

  • Approve or ask the SIP Committee for amendments to the CIWP and make recommendations on allocation of teaching resources based on CIWP goals

  • To make recommendations to the principal on textbook selection and curriculum, as long as those recommendations are consistent with the curriculum objectives of the Board of Education

  • Adopt a school uniform or dress code policy in accordance with Board of Education rules and policies

  • Reviews monthly budget reports and school-data summaries and submit to the public a written annual report describing the school’s educational and budgetary programs

  • Approve receipts and expenditures for all internal accounts of the school and approve all fundraising activities by Forum/PTO, Gallery 111, Friends of Skinner West, and any other organization, group or individual that raises money for the school

The LSC consists of 6 parent representatives, 2 teacher representatives, 1 non-teaching staff representative, 2 community representatives and the principal of the school. Council members are elected every two years in April of the even numbered years.
